As they rushed to wrap up their official sessions last month, the Massachusetts legislature passed a new clean energy bill that included several provisions aimed at accelerating the state’s transition from fossil fuels to cleaner forms of energy. The Clean Energy and Offshore Wind Promotion Act, signed by Gov. Charlie Baker on Aug. 11, includes several controversial provisions, one of which bans new natural gas hookups in 10 Eastern Massachusetts communities.

The ban on gas connections is of particular concern to the restaurant industry, as restaurateurs have long favored gas-fired cooking equipment. When asked about the topic, chefs typically cite benefits such as greater control over temperature, faster cooking times, and the immediate visual feedback of a gas burner. Gas stove appliances are always characterized as more versatile than electric appliances, and in applications such as a high-heat wok, there really aren’t comparable electric options available.

The ban on gas connections in California, where several jurisdictions have already adopted such regulations, is widely criticized by the restaurant industry. Asian restaurants, which rely heavily on commercial-grade woks, ovens and grills to prepare authentic dishes, are particularly hard hit.

The high heat that gas woks produce allows cooks to create “wok hei” (wok pan breathing). A gas-fired wok can be heated almost instantly, allowing the cook to quickly toss, fry and lightly flame, a cooking technique that gives many Chinese and Korean dishes their distinctive caramel-smoky flavor. In media interviews about the Los Angeles gas ban, Asian chefs have complained that having gas taken away from their kitchens is akin to denying them “their cultural identity and heritage.”

Currently, there are electric induction woks on the market that claim to produce heat output comparable to that of gas woks. But cooks who have used such devices report that induction units are substitutes of limited utility. The wok they use cannot be shaken or thrown during cooking, and the heat emitted by the device is not intense enough to produce the desired “wok hei”.

Banning gas cooking appliances in the name of “clean energy” seems likely to create even more challenges for the restaurant industry, which already faces many challenges.
